As to the decline shown for “Spending Over Time”, it seems to be wishful thinking. It’s very difficult to “project” these expenditures that far, in a steady state situation; in these turbulent times, it’s just about impossible.

But that is a comment on the CBO estimates, not on the cartography, which is the issue here.
